A DUNFERMLINE man stood at his window and exposed himself to kids as they passed his home in a school bus.

William Dunsmore Penman, 60, was naked from the waist down and was not only seen by the children but also filmed on a mobile phone.

His behaviour caused one of the pupils, then aged 13, to be frightened and upset, and police were contacted after a teacher was informed.

Penman, of 89 Robertson Road, admitted at on January 20 at his home, he intentionally exposed his genitals to a 13-year-old girl, with the intention that she would see them, in that he stood at a window with his lower clothing removed, exposing his penis. He committed the offence while on bail.

Fiscal depute Louise Graham told Dunfermline Sheriff Court last Wednesday that the girl and her sister attended a local school and travelled home on a bus which went along Robertson Road.

The girl had previously seen Penman standing fully clothed at his front window watching the bus pass but not doing anything untoward. 

However, on January 24, the girl saw Penman at the window naked from the waist down with his penis exposed.

Ms Graham narrated: “She found it upsetting and frightening. Another witness on the bus also observed this at the time and it was recorded on mobile phone.

“One of the witnesses contacted a teacher at the school, who then contacted the police.”

Solicitor Russel McPhate said Penman had “not committed offences of this nature in the past”. 

He added: “He’s had a number of mental health issues. He’s sought a fair degree of help in relation to some of those matters.

The solicitor also revealed: “There are other matters due to call in Kirkcaldy relating to two adult women in relation to the breakdown of his last relationship.

“They are analogous in that they are sexual matters but do not involve children.”

Sheriff Craig McSherry imposed a community payback order with three years’ supervision and 150 hours of unpaid work, to be completed in six months, as a direct alternative to custody.

Penman was also put on the sex offenders’ register. He is not to have any unsupervised contact with children under 16; reside in accommodation approved by a supervising officer; not to have contact with anyone known to be involved in or convicted of sexual offences; and will have to participate in the sex offenders’ rehabilitation programme.
