IRRESPONSIBLE dog walkers are creating a mess at the former Fleet Grounds in Rosyth by tying bags of poo to the fences and tossing dog dirt over the fence and onto pitches.

In January, the Press launched our ‘Bag it and Bin it’ campaign after Rosyth FC players claimed they were trudging off their home pitch covered with dog poo in their face and hair.

Now residents are raising a stink after coming across the fouling down at the Fleet Grounds and claiming poo bags are also being flung into the trees.

On the What’s Happening Rosyth page, Eileen Ralston said, “There is a new bin at the entrance but still see bags full of poo everywhere.

“Can’t understand why people would pick it up but just drop the bag on the ground.” A disgusted Di Colborne fumed, “It’s not just there, lots of people dump their poo bags at the gate at the bottom even though there’s a bin right there.

“They also fling them into the trees so they are hanging from branches! Idiotic and irresponsible to say the least!” Donna Kase added, “There is a new bin at the entrance, it’s attached to a lamp post, but I couldn’t access it due to the mammoth amount of stinking poo bags all over the grass and surroundings to get to it! Unbelievable!” Fife Council has agreed to buy the grounds in a £133,000 deal after the Ministry of Defence decided the eight-hectare site was surplus to requirement.

A new sports hub is planned and the idea is to lease the land to the Rosyth Community Sports Partnership (RCSP).

RCSP chair Jon Harrison, who also runs Rosyth FC, said, “The MoD has vacated the site, there are no security cameras and the biggest challenge is catching the culprits.

“People have to take responsibility for their dogs. What I don’t understand is people who take the time to pick the poo up in a bag then just drop it.

“Not having dog poo bins is not an excuse, but once we get access, we plan to make good the site and one of our priorities is to provide bins.” Fife Council said it was aware of dog fouling in the area and has put ‘Wanted’ signs appealing for information to help identify offenders.

Elaine Devine, service manager, enforcement and commercial operations, said, “People should be aware that depositing dog faeces in any place other than a receptacle which is provided for the purpose, or for the disposal of waste is an offence in terms of the Dog Fouling (Scotland) Act 2003 and will therefore still be liable to a fixed penalty notice.

“We encourage all dog walkers in Fife to ‘grab it, bag it and bin it’. The waste can be placed in any bin as long as it is suitably bagged. Please help by reporting instances of dog fouling to the Council on 03451 55 00 22.”
