West Fifers to get FOURTH bin
SOME 18,000 West Fife households are set for a rubbish August - when Fife Council starts rolling out a new garbage collection service.
Homes in the West Fife villages, Rosyth, Inverkeithing and Dalgety Bay are to get a fourth wheelie bin, in a move aimed at increasing recycling to 65 per cent.
On top of their grey, blue and brown bins, residents will now be issued with a green one.
The bins will respectively be for paper and cardboard, landfill waste, food and garden waste, and cans and plastics.
Homes currently on the three-bin service will transfer to the new system, although it will only be introduced in Saline, Oakley, Comrie, Carnock, Gowkhall and Cairneyhill in spring 2013.
The blue and brown bins will be collected fortnightly while the green and grey bins will be uplifted every four weeks.
The service was rolled out to 1500 households in High Valleyfield, Culross and Torryburn in 2009, as well as a further 65,000 homes across Fife.
Once it's implemented across the Kingdom, it's expected to save Fife Council £1.1million a year from 2015 compared to the current three-bin service.
In a report to the South West Fife area committee yesterday (Wednesday), sustainability senior manager Chris Ewing said, "The introduction of the service will provide feedstock for an anaerobic digestion plant at Lochhead, near Dunfermline, that will produce renewable power and heat from the treatment of food and garden waste that is collected by the council.
"The business case for this facility, which will be owned and operated by the council, suggests the potential to increase this saving to £1.4million per year from 2015."
He said the new service had the potential to increase kerbside recycling.
He added, "This service has since been introduced to approximately 65,000 households in Glenrothes, Levenmouth and north-east Fife.
"Average recycling rates in these areas are close to 65 per cent."
The implementation of the new service will be accompanied by an awareness-raising programme which will include public information evenings, visits to supermarkets, schools and public events, direct mailing to householders, information packs and advertising in local media.

Report commentI for one welcome a cans & plastics bin. Sure, it adds the burden of a fourth bin (not so good) but it means that I won't have empty plastic bottles and cans piling up around the house, awaiting my weekly trip to the nearest recycle centre.

Report commentHang on a sec, so the grey bin and the new green bin will be uplifted every four weeks? So landfill waste, cans and plastic (usually smelly with bits of food and drink still attached) are uplifted every FOUR weeks?
Aside from the obvious smell, please can Fife Council tell us how it is hygienic to have this waste sitting around our back doors or gardens for FOUR weeks?
Good news on the saving of £1.1m though. I look forward to the appropriate reduction in my council tax. Aye, right.
PS There’s a mistake in the article as I’m assuming blue bins will still be for paper and cardboard and the grey bin is still landfill.

Report commentSpaghettiBay1 I think the bin colours in Cairneyhill and Crossford are mixed up (I hope so anyway, i cant imagine them only removing household waste every four weeks!) :/
I think its a great idea! Just now we have two bins in our garage which collect cans/tins and plastic bottles, so itl be nice just to fling them into a dedicated bin out the back door, and dreducing the amount of times we have to go to the recycling depot. Roll on a fourth bin for us in the town too please! :)

Report comment@Dunfy92, I hope you're right but the article suggests blue and brown bins will be collected fortnightly (so that's paper, cardboard, and garden waste) while the green and grey bins will be uplifted every four weeks (so that's landfill waste, cans and plastics waste).

Report commentWe have had the green bin as part of the trial in West Fife. Unless Fife Council are altering the collections this is how it works.
Week 1 Grey and brown bin emptied.
Week 2 Blue bin emptied
Week 3 Grey and brown bin emptied
Week 4 Blue and green bin emptied
Metal and plastic waste should be rinsed before placing in the green bin, just the same as you would rinse it before taking it to. recycle point. Waste food goes into biodegradable bags (provided by the council) and is then placed in the brown bin and lifted every two weeks.
It does work, it's just a case of remembering. It is amazing how little waste now ends up in the grey bin now, especially if you take glass to a recycle point.

I was more concerned at food sitting uncovered in a bin for 2 weeks - we already had problems with maggots inside black bags when they introduced the fortnightly collections - but Blackadder mentioning biodegradable bags makes it sound a bit better!

Report commentwhat will be the consequences if I refuse to accept a fourth bin?....the bin is owned by the council my property is owned by me.....I can get fined for dumping my rubbish on public ground....so I can take legal action agaist the council placing a fourth bin on my private property?...interesting!!!!

Report commentOur grey bin is already full after 2 week and this is with taking all glass, cans and plastic to recycling points. The thing that fills our bin up the most is cat litter. I don't see how changing it to 4 weeks will work. I don't think the cats will be happy when I tell them they can't use the loo for 2 weeks either.

Report commentAs usual Kincardine would appear to be missing and again we are the forgotten village; when are we going to get the fourth bin? or will fife council employees think that it's up to clackmannan council to provide those, as they seemed to think that winter grit buckets should be provided by clackmannan, hey, maybee we should all refuse to pay community charge to fife and pay it to clackmannan, maybe send our high school kids to school in alloa (6 miles away) instead of dunfermline high school (14 miles away).

Report commentreally do we have to have all these bins well to be fair i live in the town centre across from harlem nightclub and we only have a grey bin which is collected every week theyr sitting wanting us to recycle how am a supose to do that when a only have a black bin
seriously this is rediculous getting am not going to walk to take my recylcing anywhere if i could drive then a might do but I'm not making the efort when theyr are alot more people in my position that cant

Scottish power have an electricity meter in your house, do you charge them rent for that? No, cause you need it! Duhh!

Report commentI don't believe it!....I don't have a problem with the three bins I have...o.k?...but four or five...no....other towns have plastic boxes for ..paper....soft drink cans......bags for garden rubbish and one bin for evrything else...all. easy to store....as for your comment about my electricity meter....irrelevant..I would say bright spark..but you would not get the joke....

Report commentSo let's get this straight, you don't have a problem with the concept of recycling, but you would rather you had a box that you either store in your house or in your garden where the bottles etc can get blown around your garden every time it's windy rather than take up 4 square feet of space?
I'm struggling to see the logic in that.

Your response doesn't even make much sense as you clearly didn't read my post properly. It seems you were too busy getting offended that anyone might question your flimsy argument.
What gives me the right to assume you have bottles? Really? I didn't realise it was so offensive to assume someone complaning about waste might actually have some.

Report commentWe have had the four bin system for a few months now ,so how come Fife Council have just emptied the BLUE and BROWN bins into the same lorry.
Maybe the unskilled bin men are colour blind as well,our green bin is full after two weeks, the brown bin goes out virtually empty ,even with grass cuttings,They will get paid for paper and scrap metal etc ,so your council tax should come down .

Report commentWhy do so many people in the West end of Dunfermline area seem to have such a problem with getting their minds around this?! Grey bin - paper/cardboard; green bin - plastic and tins; brown bin - food and garden waste; blue bin - all other household waste. Too many people seem to have taken it into their minds to simply ignore this and put any item in any bin (especially in blocks of flats such as mine). Therefore people who are considerate about how they dispose of their rubbish are having their effort undone by people who can't be ar*sed to get their heads around remembering which bin is for what, and therefore bundle all their rubbish into one load, and dump all into whatever bin is nearest and most convenient for their tiny mind and lack of walking ability to reach another bin. Such selfishness and laziness is in-comprehendible.
