Clark, whose contract with Dunfermline expires at the end of the month, was offered fresh terms to stay at East End Park but has elected to join their Championship rivals.
The former Rangers player signed for Athletic in 2016 after a short spell with English side Bury to team-up again with Allan Johnston, who he played under at Queen of the South, and dad Sandy, Johnston's number two.
After scoring his first goal in a 2-1 loss at Morton, Clark went on to 16 goals in his first season with the club before hitting 21 in the campaign just ended.
His final goal for the club came in a 2-2 draw at Inverness in the penultimate game of the season, where his 95th minute equaliser all-but secured Pars' play-off slot.
