The 30-year-old has agreed a one-year contract to become manager Allan Johnston's fifth summer signing after impressing during a trial spell with the club.
Hutton spent two seasons with the Honest Men and can also count Clyde, Greenock Morton and Queen of the South among his former clubs.
A former team-mate of Johnston's at Palmerston, Hutton has kept three clean sheets in trial appearances for the Pars against East Fife, Partick Thistle and on Saturday in a 0-0 friendly draw with Livingston.
The recruitment of a goalkeeper was a priority for Johnston after Ryan Scully returned to parent club Partick Thistle at the end of last season, while Ryan Goodfellow and Jamie Wilson did not have their contracts renewed.
