THE A90/A9000 TRUNK ROAD (FORTH ROAD BRIDGE) (PROHIBITIONS ON USE AND STOPPING) ORDER 201[ ] THE SCOTTISH MINISTERS give notice that they propose to make the above Order under sections 1(1)(c) and 2(1), (2) and (3), 84 and 124(1)(d) of and paragraph 27 of schedule 9 of, the Road Traffic Regulation Act 1984 and section 5(3) of the Forth Road Bridge Act 2013 which will prohibit and restrict traffic on the following lengths of the A9000 Dalmeny -Inverkeithing Trunk Road and M90/A90 Edinburgh - Inverkeithing Trunk Road: Prohibitions on use by vehicles except buses, taxis, private hire cars, motor cycles with engine capacity up to 125 cubic centimetres, motorcycles with engine capacity greater than 125cc being driven by a provisional licence holder under supervision of a certified direct access instructor, together with the motorcycle with engine capacity greater than 125cc being driven by the instructor; agricultural vehicles (not within Class I or II of traffic in schedule 3 of the Roads (Scotland) Act 1984; and other authorised vehicles, provided they are fitted with pneumatic tyres and not fitted with metal tyres, revolving runners, deflated tyres or tyres fitted with metal studs or spikes. Any vehicle that does not conform with the Road Vehicles (Construction and Use) Regulations 1986 requires prior written consent of the roads authority.

1. The southbound carriageway of the A9000 from its commencement at a point 145 metres or thereby south of the roundabout at Ferrytoll Junction to its junction with the A90 at Dalmeny at a point 300 metres or thereby west of the point where the A90 crosses Standingstane Road, Dalmeny, a distance of 5735 metres or thereby.



2. The A9000 southbound off-slip road at Echline Junction, a distance of 259 metres or thereby.



3. The A9000 southbound on-slip road at Echline Junction, a distance of 228 metres or thereby.



4. The A90 westbound off-slip road from its junction with the westbound carriageway of the A90 to its junction with the B800 Kirkliston to South Queensferry Road, a distance of 750 metres or thereby.



5. The A9000 northbound on-slip road at Echline Junction, a distance of 241 metres or thereby.



6. The northbound carriageway of the A9000 from the point where the northbound on-slip road joins the carriageway at Echline Junction to a point 30 metres or thereby south of its junction with the roundabout at Ferrytoll Junction, a distance of 4070 metres or thereby.



7. The furthermost left hand lane of the A90 eastbound carriageway from a point 300 metres or thereby west of the point where the A90 crosses Standingstane Road, Dalmeny to a point 320 metres or thereby east of the point where the A90 crosses Standingstane Road, Dalmeny, a distance of 620 metres or thereby.



Restriction on stopping.

8. Part of the A9000 being the Forth Road Bridge.



Prohibition on use of road except the footway and cycle track by pedestrians and cyclists.

9. The southbound carriageway of the A9000 being the Forth Road Bridge.



10. The A9000 southbound carriageway from the Forth Road Bridge to the A90 at Dalmeny 300 metres or thereby west of where the A90 crosses Standingstane Road, Dalmeny, a distance of 2330 metres or thereby.



11. The A9000 southbound on-slip road at Echline Junction from a point 15 metres or thereby from its junction with the roundabout at Echline Junction to its junction with the southbound carriageway of the A9000, a distance of 213 metres or thereby.



12. The A90 westbound off-slip road from its junction with the westbound carriageway of the A90 to its junction with the B800 Kirkliston to South Queensferry Road,



a distance of 750 metres or thereby.

13. The northbound carriageway of the A9000 being the Forth Road Bridge.



The Order will revoke any byelaw made under the Forth Estuary Transport Authority Order 2002, or which continued to have effect by virtue of that Order.

The Order will revoke The City of Edinburgh Council and The Forth Estuary Transport Authority (A90 Slip Roads at Echline Roundabout, Queensferry) (Bus Priority Lanes) Traffic Regulation Order 2008. Full details of the proposal are contained in the Order which, together with a plan showing the length of road involved, the byelaws and Order being revoked and a statement of the Scottish Ministers' reasons for proposing to make the Order, may be examined free of charge during normal business hours from 28th November 2017 until 19th December 2017 at the offices of Transport Scotland, Buchanan House, 58 Port Dundas Road, Glasgow, G4 0HF; Forth Replacement Crossing Contact and Education Centre, Adjacent to Forth Road Bridge Administration Building, South Queensferry, Edinburgh, EH30 9SF; South Queensferry Library, 9 Shore Road, South Queensferry, EH30 9RD; Inverkeithing Library and Heritage Centre, Inverkeithing Local Office Civic Centre, 10 Queen Street, Inverkeithing, KY11 1PA; and Rosyth Library, Parkgate Community Centre, Parkgate, Rosyth, KY11 2JW. Any person wishing to object to the proposed Order should send details of the grounds for objection in writing to the Director of Major Transport Infrastructure Projects, Transport Scotland, Buchanan House, 58 Port Dundas Road, Glasgow, G4 0HF by 19th December 2017.
