Workmen's tools have been stolen from East End Inn which is currently being turned into a small store.
The former pub has been the talk of much controversy for locals in Touch because it is rumoured to be a small Tesco.
The premises were broken in to during the night of February 12 at 8.30pm and 7am the following morning.
Workmen had stored their tools overnight but thieves forced entry into the boarded up entrance.
They had been putting in a ATM machine at the time.
Planning permission to change the pub into a store was granted back in November last year, but there has been no confirmation by authorities as to who will be running the shop.
Nearby shop keepers who believe the giant retail will threaten their businesses petitioned to Fife Council to stop the plans.
