A 41-year-old man drove when more than six times over the limit in Dunfermline.
Krzystofer Tomes also exposed himself in an earlier incident.
Tomes, formerly of Broomhead Drive, is currently in prison and appeared from custody at Dunfermline Sheriff Court, accompanied by a Polish translator.
His offences also included dangerous driving on a roundabout and travelling the wrong direction in a one-way street.
He admitted that on November 1, 2022, at Guildhall Street, Dunfermline, he intentionally exposed his genitals to two people. He exposed his penis and buttocks to the occupants of a car. He also damaged a car by repeatedly striking the bonnet.
On January 1, last year in Bothwell Street and St Margarets Drive, Dunfermline, he drove a car having consumed excess alcohol. His reading was 138 microgrammes of alcohol in 100 millilitres of breath, the legal limit being 22 millilitres.
He further admitted he drove dangerously when he stopped on a roundabout, carried out a three-point turn, causing other vehicles to take evasive action. He drove the wrong way on a one-way road, causing other vehicles to slow down to avoid a collision.
He also drove without insurance.
Defence solicitor Elaine Buist said her client had moved from Fife to live in the Fraserburgh area.
Sheriff William Gilchrist called for reports and Tomes will remain in custody ahead of sentencing on March 20.
