Williamson, who has featured in all but one of Athletic's competitive games so far this season, has won three under-21 caps since making his debut as a substitute against England last year.
He is one of 22 players chosen for the squad, which also includes Ayr United's Dalgety Bay born full back Liam Smith.
Scotland, who are third in Group 4 behind England and the Netherlands, face Andorra at Tynecastle before making the trip to face the Dutch.
With four group games remaining, England top the standings with 16 points, five ahead of the Netherlands, who are three clear of the Scots.
